IC =/= OOC: There really isn't an issue here that I can think of. If you feel like the lines are being blurred on my end or yours, just let me know. I'd rather talk things out.
Platonic Physical Contact: He hugs close friends, but touching in general is a bit difficult for him. He's been in the games twice now, so he's on his guard a lot. Touching isn't a good thing in the arena, people are trying to kill you and I think he'd respond instinctively with PTSD.
Romantic/Sexual Physical Contact: Peeta is in love with Katniss. He's not really going to be interested in someone else. He's never acknowledged having a crush on anyone else in canon, so it's pretty much all about Katniss for him.

IC Personal Boundaries/Warnings: Peeta is from a canon where kids are forced to kill kids in an annual murder event. He's killed before, he's lost his leg and been beaten. He won't go into detail about these things unless pressed. Just let me know what your limits are and I'll abide by them.
